Statement Regarding Play-up Guidelines for 2018/19 Seasonal Year
During the 2016 FYSA Annual General Meeting, the membership adopted a rule change permitting clubs to schedule public tryouts for the 2017/18 seasonal year on or after April 1, 2017. The purpose of this statement is to provide clarity regarding play-up guidelines for 2017/18 ahead of the April 1 date to allow clubs to properly plan team formation.
FYSA Rule 211.3 states,
“It is FYSA's policy that all players compete at a level they are capable of both physically and developmentally. In order for a player to move up more than one birth year, it will require approval from the affiliate’s Director of Coaching or Agent of Record and the FYSA Director of Coaching.
Failure to obtain proper permissions may result in the player being removed from the team’s roster and sanctions against the team/club.
For 2016/17 seasonal year, FYSA policy required that clubs submit requests via GotSoccer or spreadsheet to the State Office. If approved by the DOC, state office staff would manually add players to rosters and notify the club via email. Denials were also communicated via email.
Pursuant to the authority granted by rule 211.3, the FYSA DOC, Mike Strickler, issues the following guidance for the 2017/18 seasonal year:
Players up to 8U age groups (born in 2010 or later birth years) will be allowed to roster up 1 year
Players in the 9U to 14U age groups (2004 to 2009 birth years) will be allowed to roster up 2 years, subject to the restriction that no player may participate in an FYSA sanctioned competition in which heading is permitted before their 11th birthday
Players in the 15U and older age groups will be allowed to roster up to any older age groups.
There will not be an approval process in place and no exceptions to the above guidelines will be granted. Roster rules will be set in GotSoccer for the 2017/18 Season to permit clubs to roster players that meet these guidelines.
